Douglas Chu

Mr. Chu has dedicated his career to Elder Law, with extensive experience spanning over three decades. Since 1990, he has specialized in Medicaid eligibility and government entitlements, making him a trusted authority in the field. Before joining the firm, he served as the Senior Staff Attorney for the Brookdale Center on Aging of Hunter College from 1990 to 1999. During this time, he also led the Evelyn Frank Legal Resources Program at Selfhelp Community Services, Inc., where his work focused on aiding individuals with accessing critical benefits.

Mr. Chu’s expertise extends beyond his practice, as he is a respected educator and speaker in the field of Elder Law. He has been an invited presenter at New York State Bar Association-sponsored programs multiple times, including in 2003, 2006, 2009, 2010, 2011, 2014, and 2019. Since 1998, he has offered monthly lectures on Medicaid home care applications at Caringkind (formerly the Alzheimer's Association of New York City). Additionally, Mr. Chu frequently speaks at national conferences, including the National Constitution Center Audio Conference Series, which delivers continuing legal education to attorneys nationwide.

As the Chair of the New York City Citywide Medicaid Advisory Council from 1995 to 2020, Mr. Chu played a pivotal role in shaping Medicaid policy in New York City. He is also the Supervising Editor of The New York Elder Law Handbook by the Practicing Law Institute (PLI) and the author of the chapter “Medicaid for the Elderly, Blind, and Disabled.” As a PLI teaching faculty member and the PLI Annual New York Elder Law Institute Chair, he continues to share his knowledge and insights with legal professionals.

Mr. Chu also holds an Adjunct Professor position, having taught Elder Law-related courses at CUNY Law School and Long Island University. His dedication to mentoring and education further underscores his commitment to advancing the practice of Elder Law. His peers have recognized Mr. Chu in the Super Lawyers directory for 2021, 2022, 2023, and 2024.

Thomhas A. Hynes

For over 35 years, Tom Hynes has specialized in Elder Law, focusing on seniors' unique financial and legal needs. He is a well-regarded authority in the field, lecturing and authoring numerous works on trusts and estates, Medicaid planning, long-term care, legal guardianship, real estate, and tax-related issues.
Mr. Hynes is an active member of both the National Academy of Elder Law Attorneys and the Elder Law Section of the New York State Bar Association. His firm, Hynes & Chu LLP, proudly operates offices in Manhattan, Brooklyn, and Long Island, is celebrating 25 years of dedicated service.
